9:06:31AM Well, good morning, everyone. I am very excited. This will be my first time picking someone for our invocation. I am so happy to be able to present ms. Brooklyn Winborn who will do our invocation today. She is an ambitious and bright 8-year-old second grade student at Potter Elementary. She is a dedicated student who works hard in the classroom and shows kindness and respect to her teachers and classmates every day. Outside of school, brooklyn is very active in sports. She participates in cheerleading, softball, soccer, and flag football where she demonstrates teamwork, leadership, and determination. She aspires to become a police officer so she can serve her community. She is proud to represent her school and her generation of young leaders, and she is honored to have the opportunity to speak this morning. Lets bow our heads. Dear heavenly father, thank you for the beautiful day and for bringing US together safely. Thank you for the people who serve our city and work hard to help Tampa grow and shine. Please give our mayor and City Council members wisdom to make smart decisions, courage to stand up for what is right, and caring hearts to think about everyone in our community. Children, families, seniors, and neighbors all across our city. Help them listen carefully, speak kindly and work together with respect. When challenges come, give them patience. When choices are hard, give them clarity. And in everything they do. Help them remember they are here to serve the people. Bless this meeting so IT is peaceful, productive, and positive. Bless Our First Responders, Our Teachers, Our Workers, and every family in Tampa. Help US all do our part to make our city safe, strong, and full of hope. In your name we pray, amen.

Today, we honor the first police officer, officer Troy Combs. [ applause with me is our police chief, Lee Bercaw, dr. Chief bercaw. That will begin. Thank you.

9:15:54AM Good morning, council. Its our honor to recognize master police officer Troy Combs as the Tampa Police Department's officer of the month for February 2026. He was on a much-needed vacation last month, so we apologize. But his personal well-being, we couldnt fly him back just for that. For more than a decade, though, he has served the Tampa Police Department with professionalism, dedication and quiet excellence. For the past four years, hes been a vital member of our special incident management unit where his leadership and preparation play a critical role into the departments most complex operations. Most recently, Mpo Combs was instrumental in reviewing and updating the trophic flow plans for the gasparilla childrens parade and day parade which you know are the two largest events for the city drawing in hundreds of thousands of attendees each year. Mpo Combs coordinates the use and deployment of logistics such as meridian barriers to keep those events safe. He also oversees the planning for all 5k runs Along Bayshore Boulevard and is currently assisting with the preparation for the 2026 ncaa mens college football basketball first and second rounds for the final four. These efforts ensure the major events are conducted safely, efficiently, and often without the public ever realizing the level of coordination required, which I can tell you is very tedious from doing the job before. In addition to event planning, Mpo Combs manages specialty vehicle training within the special incident management unit ensuring all personnel are equipped and always prepared for deployment. Early in the assignment he LED comprehensive overhaul of hurricane deployment plan, a highly detailed operation involving more than 1,000 assignments. He also contributed to the strengthening of security at special events throughout the city in response to the national threats that are Coming Our Way. Through his attention to detail, commitment to preparedness, and unwavering dedication to service, mpo Troy Combs exemplifies the standards in professionalism expected the Tampa Police Department. To some, his work May not always be visible, but its impact is undeniable, making him truly deserving of officer of the month for February. Congratulations, troy. [ applause

Congratulations. [ applause as the chief mentioned, im sorry I couldnt make IT last month. I really appreciate you guys allowing me some time today to come and have me here. I also want to thank my corporal and my Sergeant for writing the award, all of TPD staff for voting me as officer of the month for February. But my job obviously is unique within the city. I dont do traditional police work. We do event planning primarily. Although from the write-up you May think that I do all the events, sounds like I do all the work, but its really a team effort. I have a whole squad of guys and girls behind me that put the events together, and not only the department staff and my squad, but we also work with all the other City departments, specifically I dont want to leave anybody out, Tampa Fire, Mobility, Solid Waste, Parks And Rec. Without all the collective effort of all the departments, the events would never be successful. So the award really goes to them also. I want to thank them for their help with everything that we do.

9:20:36AM Thank you very much. Dont go far. We have more. So the next officer we have that we recognize for March of 2026, that was February, is Officer Matt Bennett. Chief Bercaw. [ applause officer of the month for March 2026. His recognition is a result of responding directly to residential concerns and quality-of-life complaints. He moved beyond the standard patrol and spearheaded a comprehensive, multi-department, multiagency initiative that improved the safety and the spirit of our community. Officer Bennett personally engaged with approximately 20 local business owners, fostering vital trust and partnership needed for effective community oriented policing. By securing 8 new trespass authorizations, he empowered business owners with the legal tools necessary to proactively address loitering and criminal activity concerns on their properties. This operation LED to the trespassing of 90 individuals from private and FDOT. Properties along with 38 arrests. Officer Bennett's efforts also resulted in the seizure of a firearm and significant amount of illegal narcotics, including cocaine, fentanyl and synthetic cannabis. Through this initiative, criminals with active warrants were successfully apprehended and local delivery of illegal narcotics was disrupted, creating a safer environment for every resident. This was in the area of 50th and i-4. Im sure if anybody has been there, they have seen some of the blight that was there and the turnaround that Officer Bennett has made there. He put an all-hands-on-deck commitment to this area. He coordinated with other City departments to clear debris from the roadways and public land addressing some of the environmental concerns shared with him by the community. His tireless work ethic, community policing, and proactive leadership serve as a benchmark for excellence in the Tampa Police Department. His dedication to this initiative reflects the very best of our mission to protect and serve in partnership with our community. So congratulations. [ applause

9:34:27AM Thank you very much. Well, today, or this quarter, we get to honor a division chief, James Gilligan. With me is assistant chief Todd Alt to kick IT off. Todd Alt, assistant chief of operations. Im filling in for chief tripp today who could not be here. I am honored to introduce Chief James Gilligan today as he is being recognized as firefighter of the quarter. He is the shift commander on b shift. I have personally known him 28 years. This is truly an honor for me. That stated, over the years, I personally witnessed his passion, his dedication not only to the City Of Tampa, Tampa Fire Rescue and to the community as a whole. He was hired March 30, 1998, and has dedicated almost 28 years with Tampa Fire, but he has over 30 years in the fire service. Over the course of his career, he has Worked His Way up through the ranks serving as firefighter, as paramedic rescue lieutenant, fire captain, district chief, and his current position as shift commander. Hes always been one to step up and get involved. His leadership and his career reflect his longevity and commitment to the department and to the community. He has always been counted on for a leadership role, assuming command positions, numerous special events throughout the city. He regularly takes operation leads at raymond james stadium, benchmark arena and the gasparilla events as well. Throughout his career, hes been instrumental with the super bowls, any large-scale event, and the hurricanes as well. Hes also an educator. Chief Gilligan demonstrates his leadership through teaching. Hes been a constant advocate for training. Hes worked at our skills lab. He taught live fire trainings, additionally, he is an instructor at Hillsborough Community College Police Academy Program teaching first responders cpr. Long-time instructor for the community emergency response team program and the list is going on. Hes also an active member with the Regional Critical Incident Stress Management Team and that provides support for fellow responders have traumatic events. This shows his commitment to health and well-being of our personnel. He is a member of the Florida Task Force Three Team reflecting dedication to technical rescue. Hes also been a dedicated member of the Benevolent Association currently serving as treasurer. Hes been with the Benevolent Association the past ten years serving with them. As evidenced by the example provided, Chief Gilligan exemplifies criteria someone deserving of firefighter of the quarter recognition. He continuously displays his leadership, unwavering commitment to Tampa Fire Rescue, esprit de corps, both on duty and off duty. Family, most important, his family is here today. Father. Hes a father. His wife is here, and his two children and his one son we just brought on as a firefighter about a year ago now. Coming up on a year. Were trying to keep good people in the ranks there. Accumulation of all the events and all the items mentioned here. His leadership, his character, his dedication as to why he was chosen as firefighter of the quarter. Chief James Gilligan. [ applause

9:38:51AM Can you start with your name, please? I am truly humbled by this unexpected honor and would like to thank you for the continued support of public safety in the City Of Tampa. Our citizens, visitors and our members deserve the support that you and city administration provide. In preparation today, for today, I asked my father what he felt was appropriate to add to todays remarks. He quoted 17th century author John Donne, no man is an island, not even a gilligan. He also spoke to servant leadership, live for others through service above self. I would not be here today if IT were not for the love and support of family and friends. Some were able to be here today in person and others in spirit. For as long as I can remember, I wanted to be a fireman or a cop or a New York jets football player. Well, the story has been written and here we are. This honor is one that I share with my personal family as well as my fire department family. I would like to take the opportunity to recognize my father James, mother Estelle, sister Carolann, my wife Danielle, son Patrick, and daughter Brianna who are here with US today. As you May notice, Patrick is following the tradition as a member of Tampa Fire Rescue as well. Brianna is currently enrolled in the rn program at USF, Go Bulls, as an alumnus myself. I was raised in a household full of love and faith, guided by the calling to take care of others above self with a compass reading of true north. Danielle and I have raised our children with the same mindset. Over the course of this career, I have been so fortunate to be surrounded by outstanding men and women who dedicate themselves to service delivery with excellence and compassion. The submission of this award was authored by my fellow chiefs on the b shift. I am not sure that I am worthy of the recognition, but im sure that the words written and the sentiments are real. I truly thank them and the awards committee, including the fire chief, for this honor and recognition. I have shared with members throughout the years that we are rewarded handsomely for our certifications and qualifications but we are judged and evaluated by our service and professionalism. Please be mindful of both. This firefighter of the quarter award is one of tradition and recognition of service. I accept this in recognition of those that have come before US, those here with US today, and those who will surely come after we are gone. I stand before you grateful and appreciative of this amazing honor. I am thankful for the love and support from family and friends. 9:41:31AM Welcome to Tampa City Council. Congratulations. Mr. Maniscalco, would you like to recognize our guests? 754 in the house. Public, City Staff and most importantly the Gilligan Family today. IT is truly an honor to stand up here next to a Chief, a gentleman and awesome human being. Just shy of 15 years ago, my first -- try to hold back any tears. Just shy of 15 years ago, my first day on the job I was thankful enough to be under the wing of Chief Gilligan as my first captain for two years. IT was truly an honor to work under his leadership and his expectations. He held the highest standard, and he expected everyone to know the rules, follow the rules and follow the guidelines. But he also did the same. Some of his -- captain at the fire station with firefighters to make sure the rules are followed and not one would file a grievance against him. Thats what he lived by. He also did just that. He didnt just talk the talk, he walked the walk. Most importantly at 21 years old, being in a fire station and being young, he took me under his wing and taught me life experiences as well as some others here part of the crew in the back. This is truly an honor to be here and to honor Chief Gilligan on something so well deserved for the type of person and leadership that hes instilled in Tampa Fire Rescue to give back to this community. For their 106 years of excellent scholarship, community service and sisterhood since the chapters beginning in March of 1946, this remarkable sisterhood has remained committed to uplifting communities and empowering women and creating a legacy that continues to inspire generations. So IT gives me great honor to be able to present this commendation this morning. Beta Sigma Zeta of Zeta Phi Beta Sorority Incorporated, since its chartering on March 9, 1946, Beta Sigma Zeta of Zeta Phi Beta Sorority Incorporated has distinguished itself as a public service organization committed to addressing the challenges facing african americans in the broader community. Over the years, the chapter has maintained a strong presence throughout the Tampa community through outreach and service partnering with organizations such as the NAACP and the spring of Tampa Bay, while also working in conjunction with the Tampa Housing Authority to support community events and initiatives that benefit local families and residents. The chapter also played a pivotal role in the chartering of the University of South Florida's Alpha Eta chapter of Zeta Phi Beta Sorority, Incorporated. 9:57:28AM Good morning, Council. Abbye Feeley, administrator of development and economic opportunity. Im here this morning with Jeff Greene of Clarion And Associates. Well give a brief 15-minute update on the land development code update that you are aware. Ive been coming to you monthly to share with you the progress that weve been making in updating our code. We have several goals in making that update, including streamlining the code so that its more understandable and predictable, more predictable development for our city, also modernizing IT to really address where we are today as a city and moving forward with our development. The code is coming in three installments. The first installment just went out on February 17. And this week, we had a public meeting Monday night at the hanna center. We had over 52 online participants and close to 50 participants in the audience. IT was a really great meeting. A lot of very passionate citizens with US there, including consultants and developers. Councilwoman Hurtak was with US that night, which we were so glad to have her there as well. One of the things that weve been committed to is ensuring that we have a lot of public touch points during this process, be IT public meetings as well as online opportunities to receive feedback. We know that was of great importance, and that we experience that during the comp plan update. We, too, are committed to doing that as the land development code. In addition to the public meeting we had with Jeff and his team Monday night at hanna, well also be rolling out some neighborhood-level meetings as well in the next few months. As I mentioned, the installment comes in three parts. This allows for a multitude of touch points. IT allows for a multitude of feedback opportunities from the public. So that we really are ensuring. And what we have, the first installment is a draft. Jeff will talk a little bit about that. Nothing is set in stone. Were working through this. There are opportunities. I also know Jeff met with many of you yesterday, which is another one of our commitments that we have touch points with Council on this, as its so critical that we really bring all the threads together as we move this forward, really for our community. As you all know, too, and we keep in the periphery is that senate bill 180 issue and some of the more restrictive issues. So I think were very cognizant of the timing and ensuring that what were bringing to you is in alignment to be passed and to then go in effect. This morning, ill turn IT over to Jeff. 10:00:17AM Good morning, sir. Start with your name, please. My name is Jeff Greene, with Clarion And Associates. Mr. Chairman, Members Of Council, thank you very much for the opportunity to present to you. Its a big milestone in this project to actually provide you with the first -- with the draft of the first of three installments of the updated Ldc. I was here presenting on the Ldc assessment exactly 52 weeks ago today. Its taken US a little bit longer to get here than We would have liked. If you saw the 411 page draft on the website, there was a lot of work that went into that and We wanted to make sure that We got IT right. So just brief summary of what im going to talk about. Especially since there May be people watching who havent kept up. Ill give a brief background about the project, how We got to where We are today and the current status. And then ill talk a little bit about installment one of three of the updated Ldc on The City's website. Well talk about not only whats in installment one but importantly whats not in installment one, because all those installments are going to be critical to the future land use code. Well talk about the new Zoning Districts that are included in installment one as well as the updated use regulations and the other regulations that support the updated code. At the end, ill talk a little bit about whats coming next but also leave room for any questions that Council members May have. As Abbye just mentioned and ill get through this quickly, the Ldc has not been comprehensively updated in many decades. Obviously, IT is amended continuously, but its done in a piecemeal fashion. What you have today is an ordinance thats not particularly well organized. There are a number had of internal inconsistencies, and its not really well aligned with The City's preferred form of development. So this project is really an opportunity to look at the Ldc, identify what works well, identify what doesnt work well, and to make the changes that are necessary to better support The City's land use vision. Just briefly, We are with Clarion, a planning consultant firm with offices in chapel hill, North Carolina and denver, Colorado. In our 34 years, weve helped more than 250 communities successfully complete comprehensive updates to their development codes. Including several communities in Florida. We are joined with a number of subconsultant teams that lends particular expertise to our team. Dover, Kohl And Partners, they are award-winning town planning firm. They are helping US out with some corridor design standards that well be introducing later in the project. Kittelson And Associates, a transportation engineering firm that has done a lot of work with The City, worked on the Tampa moves plan. Plan Active Studio is a planning firm in orlando that has helped out with some of the district standards. And Nancy Stroud, who is a well regarded Florida attorney with decades of land use experience who is helping out with the updates to the development review and improvement procedures. We have shown you this schedule before. This is the overall schedule of the project. As Abbye mentioned, little megaphones down below show, We have made sure that there are touch points throughout the project, from the very beginning when We were gathering information in task one, through to the Ldc assessment where We identified, synthesis of everything We learned in phase one. All of the priorities of The City, what worked well in the current code and what doesnt work well. IT also laid out a road map for the drafting of the updated Ldc. Thats where We are right now. Phase three, We are in the drafting phase. The reason We do IT in three installments as Abbye mentioned is to provide you with additional touch points. So that members of the public and Council will get to see installment one, installment two, and installment three. And then during that phase four, well have an opportunity to see the entire consolidated code which will include the feedback that We received during the installment one public engagement period. IT also provides US the opportunity to give the public slightly more manageable chunks of code. Now, the draft is 411 pages, which is a lot. But its less than the entire code would be. So as I mentioned, the Ldc assessment, which I presented about a year ago, there are eight key goals listed there. We tried to address a lot of those in the draft Ldc. One of the key priorities in the Ldc assessment that you can see throughout this installment one is the desire for a more user friendly, better organized, easier to use set of development regulations. As We go through the specifics of installment one, ill show you some of the places where weve tried to do that. The Ldc assessment proposed an outline of how the updated Ldc should be organized. Thats what you see on the screen here. There are nine separate articles. Installment one includes these three articles. Article 3 Zoning Districts, article 4, the use regulations. These are some of the key regulations that regulate how Development Takes Place in The City. We also include some of the definitions in article 9 as well as those rules of measurement that are relevant to the district and use regulations. Zoning Districts, establish minimum setbacks, they establish maximum building heights. And weve gone ahead and included the rules for how you measure height, how you measure the setbacks in article 9. But there will be a lot more definitions to come as We draft the remainder of the code. So there is a lot thats not included in installment one. I want to emphasize that. Because there are pieces of installments two and three that have a lot of impact on how land can be developed in The City. And they are not prepared yet. Installments two and three will include the administration procedures. So some of those revisions to the rezoning procedures, to the special use permit procedures and variances that We talked about in the Ldc assessment. A lot of the development standards are included in installments two and three. These are standards around off-street parking, around landscaping, around tree protection. All of these will be developed later in the project. So you will note that there are cross-references in installment one to the sections, but they are not ready yet. They are being drafted and obviously everybody in The Community will have an opportunity to comment. There are also some of the other regulations that apply, nonconformities, but that is land or uses that were legal when developed, but the code has changed, and so they are no longer legal. So those establish the rules for how those continue and how they need to change. Enforcement and also some general provisions. One thing I will note is that there are a number of new graphics and illustrations in the updated Ldc draft thats on the website. But We like to make sure theres general consensus around the standards that are included in the new Ldc before We take the time to dig in and make a lot of these graphics. So there are a Number Of Place-holders in there that will be filled in as drafting continues. I just want to emphasize what Abbye said. Public engagement is important. Im pleased to note that there were a lot of concerns raised about some of the proposed provisions at the meeting We had on Monday night. But everybody did seem to understand that this is a draft. This is not going to you for adoption any time soon. Theres going to be a lot of opportunity for public feedback. We understand that this is The Community's code. This is not our code. This is something that The Community needs to be comfortable with and that you need to be comfortable with. And so theres going to be -- We expect to get a lot of comments and We are listening and We are going to make changes as the process continues. So let me just take you a little bit through the articles that are included in installment one. Just provide a little high-level summary. This is a little bit of what We talked about on Monday night. One of the key elements of article 3 is an updated organization of the Zoning Districts. Not only the section in general, But The Way each zoning district is organized. The goal is to make IT more user friendly so that people can just glance at the zoning district in which they are located or in which they are considering development to understand what they can do with their property. So this is a copy of some of the zoning district regulations in your current code. So you can see IT is very heavily text based. There are some tables as well. Let me show you how were doing IT in the updated Ldc. So this is one of the residential Districts. One of the base residential Districts. Now, obviously, some of the Districts have many more regulations, like the Central Business District. So they are longer than two pages, but they all follow this very similar format. Youve got your purpose statement up top that establishes the purpose of the district. There is a concept drawing that illustrates what development in the neighborhood, in that district is intended to look like given the context. Under that is a reference to the use regulations. So weve taken all the separate sets of use regulations and consolidated them all into article 4. And below that is the dimensional table. So that establishes those key dimensional standards. Maximum height. Minimum lot width, required setbacks from the front, side, rear, and corner lot lines. On the right side, you can see a dimensional drawing that is key to the table. And the dimensional drawing is intended to illustrate based on those dimensional standards and the types of uses allowed in the district, what development in that district is intended to look like. Below that are cross-references to all of the other standards that apply in the zoning ordinance. To development in the district. So they are cross references to off-street parking standards, cross references to the exterior lighting standards. Cross-references to the subdivision standards. Everything that might play a significant role in development. Again, these are all hyperlinked so you can click on them and go there. Although, again, We havent drafted those development standards. So those hyperlinks dont take you anywhere yet. A lot of what We did is this reorganization. So the Central Business District, IT is largely reorganization to try to make IT more user friendly. We have not made a lot of substantive changes in that district or some of the other Districts. But We have made some changes in some of the other ones. So the residential and business Districts, weve done some consolidation of Districts. A couple of things that weve gotten comment on that were still thinking about, We are proposing to consolidate the RS 50 and RS 60 Districts into one residential single-family urban district and to allow some additional housing types in these Districts as well to try to address one of the other priorities in the Ldc assessment and in the plan to allow some additional housing types. There are some modest building design standards as well in that rsu district. And on the business side, We have proposed consolidating the commercial general and the commercial intensive Districts. Thats another one where We have gotten feedback about how that May not be the best idea. So thats something were going to hear from The Community and then decide what changes to make. One of the big things is there are new mixed use Districts. So there are three mixed use Districts at different scales, All The Way from neighborhood through the corridor to regional center. The goal of these Districts and including these Districts in the code is not that they be applied at the same time that the Ldc is adopted, although you May choose to do so, instead IT is another tool in your toolbox, either for the Council to apply land in areas of The Community where there is desirable for walkable, mixed use development that includes residential, nonresidential, office, commercial uses. Or its an opportunity for land donors or Developers who are coming in and want to come in with a project, its really an alternative to planned development that they can apply and that increases the level of predictability, because there are standards here that apply. The Community knows what the standards are and land can be developed in accordance with those standards. Planned development. So one of the things We heard loud and clear at the very start of this project was that people were concerned about the lack of predictability in the land use process. Part of that based on our analysis is that The City uses planned development Districts a lot. Its used not only for sort of larger projects but also for single lots in residential neighborhoods. So in order to try to address that, We are proposing a minimum two-acre size for planned developments, which addresses those issues where planned development is used on individual lots in a residential neighborhood. Im talking to some Developers, there are issues with the current code where you cant do even consistent single-family development in some of these neighborhoods on some of these lots without doing a planned development. So were going to try to make some adjustments as We get into the development standards and into the administrative procedures to make IT so that those developments can move forward under base zoning. But the overall idea is to try to reduce the use of planned development as a sort of Go-To for every type of development application in The City. Some additional changes, so weve gone ahead and consolidated the two central business Districts. Weve consolidated the channel Districts. You know theres conversation about perhaps eliminating the channel Districts and just extending the CBD. This is all a draft. We can make those changes. We have gone ahead and simplified some of the Seminole Heights Districts and weve done a lot to try to clarify some of the language. And We will continue to do so in later installments of the code. Article 4 of the use regulations. So as I think I briefly mentioned earlier, We have taken all of the separate use tables, use table for the base Districts, use table for Ybor City, for Central Business District, for Channel District, for the municipal airport district, and consolidated them all into this article 4. We also split them out into separate use tables. One for the principal use on the site, one for accessory uses, one for temporary uses, and a fourth which is a little bit unique to Tampa because of how you handle alcoholic beverages, and alcohol beverages -- alcoholic beverages use table. So this consolidates all of the separate alcoholic beverage regulations around the Districts, the alcoholic beverage uses, the Districts that are allowed in, whether s-1 or s-2 permit is required as well as some of the insurance and public safety standards included in the code. This is just a screen shot of part of the principal use table. We have reorganized. One of the things We have done, We have thoroughly updated all the uses. Where you see the yellow, those are where there are new uses or where there are changes in some of the permissions of the uses. We have reorganized the uses so that they are in this three-tiered classification system, which makes IT easier if a development comes in with a use not explicitly listed, the uses are organized in a way that the Zoning Administrator can look and see if IT fits in one of the categories because IT has similar impacts as some of the uses that are listed. On the right side of this table are references to the use specific standards. So anyone looking at a use knows exactly where to go to see, first of all, if there are specific standards that apply to that use and can find an easy cross-reference to those standards. Weve also added a new provision for adaptive reuse. This allows a limited number of additional uses generally in some of the residential Districts for those historic buildings that really cant serve a residential use, and so cant serve any sort of economically viable use unless some type of nonresidential use is allowed. So the building has to be vacant for a certain period of time. There are restrictions on the uses. They are intended to be sort of office or low-impact retail uses. Finally, article 9, definitions and rules for construction and interpretation, weve gone through, We have updated all the definitions for all the uses. Weve added new definitions for the new uses. We will be adding additional definitions as We go on. And there are some of those basic rules of construction that you need in the code. What does "day" mean? What does "May" versus "shall" mean? How do you interpret terms that are not otherwise defined in the ordinance? Again, as We had a meeting with the public on Monday, We had an initial meeting with the Great Advisory Team that The City set up a couple of weeks ago, and were going to be meeting with them on April 1st in person to get their feedback. There is an online questionnaire out there. As Abbye mentioned, were going to be working to come up with an engagement strategy to really get at those neighborhoods, to make sure that people that do have questions have an opportunity to learn about the project, to share their concerns, and to make sure that they feel like a part of this project. This is installment one and three. Installment two is administration. We are currently editing that to get IT off to Staff for their review. Hopefully this summer. Also drafting installment 3, primarily the development standards but also includes the rest of the regulations. Im happy to take any questions you might have.

In all my years of public service, about 30, You are the only one ever to come here and speak 20 minutes without looking at -- You must have a fantastic memory and very well versed in what You do. Thats number one. Number two, when We look at the city, less than 5% of the land available for new development. Thats a fact. Number 3, although We talk about zonings and buildings and different areas and different parts of the city and rightly so, We dont look at the real problem of moving the people around, which is how You move them around in modern time, not in yesterday time. Used to be horses. The model a ford and model t ford, became more and more. Now You have cars that You think You are in an airplane. Along with that You keep adding to expressways and bigger and better and faster and yet IT really becomes slower and slower because You have more. The more You build out, the more You have use of IT and the more You slow down. So your questions and your problems and US, US, not You, in doing the city right is to include more than just about buildings. How You transport people. Where people are coming from, from the east, west, north, south? I think they are coming from all over. They come to Tampa because We made IT a hub now, and IT used to be -- until certain things happened, bringing IT up 40, 50 years ago. IT doesnt take one administration to fix something. IT takes a whole bunch of administrations. We are at the point now where the whole bunch is here. We have done what We can and make IT what IT is. Now were going to say how do We fix what We made. I think that transportation is one of the most important things. And in my mind, were investing in something that does not work as well as IT used to. When IT used to work well, very little automobiles On The Street. And now You need something Above The Street to move the people like they do at the airport. But I know that is a different day for a different conversation. But your standards, I understand what youre saying, but how do You accommodate what youre saying if You dont have the transportation? I think a lot of that has to do with what -- I know this came up before You recently -- but whats in the updated comprehensive plan that identifies those transit-ready corridor, those areas where transit investment is desired. But also through the future land use map identifies those areas where IT would be appropriate to apply these -- that mixed use regional center district, that area where You want the highest intensity of development.

10:23:12AM Thank You. Just to follow on that. Thank You all for helping move that forward. The issue is that when We turn down a project, which is only two or three percent I think of the time, We get blasted by prodevelopment people who say, well, this City Council is stupid. They are listening to people who dont care and all this stuff. The issue is that We have a big city, and there are places where people want density and places where people dont want density. The purpose of this and the comprehensive plan is to listen to The Community about where they want density and where they dont. In Channel District, they want density. What weve been trying to do is enable Staff to make decisions, have Staff make decisions in downtown given to them by City Council 20 or so years ago. So why not add Channel District to that because Of The Way some people heard this before, IT was originally designed for four stories. IT doesnt make sense four stories next to 20 story buildings. That could also lead to the redevelopment of Channel District as well to allow IT to be more dense. Some of the buildings that are there that are smaller. As Water Street starts to head north as well. And then if there are other areas, which We talked about before, where IT makes sense to allow more density, lets allow IT. If The Community doesnt object, lets allow density there. Were not saying We dont want density anywhere. The Community is not saying they dont want density anywhere. They dont want IT in the middle of Hyde Park, the mid of historic district. Some activists want to tear down buildings in Hyde Park and build multistory buildings. I totally disagree with that. I think still places build multistory buildings elsewhere. We need to have a dialogue with The Community. One of the mistakes that happened with the Planning Commission process, although they had meetings with The Community, they didnt have meetings with small enough groups in the beginning. Im happy to hear You say You did neighborhoods. I recommend neighborhood by neighborhood with the Planning Commission. The more You can get to the granular level, the Planning Commission did eventually meet with groups of three or four neighborhoods at a time because there are some synergies between them. But people in the neighborhood need to define their future. If We ask them where do You want to put density, can We put a neighborhood commercial district or a transportation node or somewhere in your neighborhood, where would IT go? If We push and ask the questions, I think most neighborhoods would be reasonable, okay, You can put IT over there. That will enable US to have more density. If We just do like the Planning Commission did, instead of transit-ready development, which is pockets where We say, okay, well Make Every Street like Dale Mabry, that is a mistake because that is a Developer Way of looking at IT instead Of Planning Way of building around a Community. Last thing, I appreciate You reaching out yesterday and for the update. I appreciate You being proactive with The Community as well. Anything We can help in making that more fruitful, the better. We would love to have a hearing when this gets passed with only a handful of people in favor of IT instead of 200 people against IT. Sounds like You are on a path to do that. Thank You.

We are now going to move to the public comment. Is Mr. Randolph online? I would like to recognize Mr. Randolph, online speaker. Mr. Randolph, if you can hear me, start with your name. You have three minutes. That protects the Black political power in legal requirements. Alternate two makes the smallest change possible, more than one precinct. Three, four, five To Temple Terrace. IT does not touch West Tampa. The rural community, one of the strongest Black voting blocs in the city. IT keeps the -- Black senior citizen voters together, preserving trusted relationships with the council representative. And IT keeps Black churches unified instead of scattering them across -- congregation across districts. One, three, and four all move precincts creating unnecessary -- one, community across three districts. Weakens the Black vote. Alternate three, disrupts the Latino And Black Coalition. Alternate four uproots more than 10,000 residents from the Black sales center. None of these disruptions are required to meet the 5% -- standard. Thats why -- residents across West Tampa, East Tampa and Sulphur Springs agree. This is the math that keeps the community whole and stable. So another point, upcoming legislation, house bill 417 and house bill 160 collect the state -- policies -- and then corporation dissolution for anyone tied to those labor. They raise significant questions about civil liberties. Staying informed is very important. Again, thats house bill 1471 and senate bill 1632. Its possible if the City Council member was top -- could be arrested. Thank you very much.
10:29:53AM Thank you, Mr. Randolph. Okay. So well go to in-person public comments. Im going to start with folks that have indicated they want to speak to items on the agenda today, that are on the agenda today. Then we will move on to folks that want to speak to items that are not on the agenda. Remember, if you indicated that you want to speak to items on the agenda, your public comment should be restricted to just agenda items. First up is James Adair. Speaking to items 12 and 13. Wanted to talk today about 12 and 13, the meridian barriers. Dont know if you remember where all this started, but when IT went out to the community that we had stormwater workers working on parades, we had this big kerfuffle and then a little online awareness campaign and then a sit-down with the mayor and the mayors office. In that meeting, we talked about other alternatives to having these Jersey barriers, those are the large concrete barriers that our stormwater crews are needed to move. Instead of -- its now an option to have what is called these meridian barriers. These are much smaller, easier to move, et cetera. Did a ton of research on IT and come to find out, last gasparilla, we had over a hundred of the big concrete barriers. Theres No Way well have enough Jersey barriers to make up that gap. Before you today, is an approval for 400 and some odd thousand dollars for the Jersey barriers. Probably 16. The submitter on this did not return my call to answer that question. So, you know, well see if they will fess up. Probably 16, probably not 8. We need them. They are great. Smaller events, these things are perfect for deploying. Obviously, cars are the key issue with them. I think its incredibly important that we support this thing. Get IT done. As a wrap-up, we do have private contractors doing work to support our stormwater crews. I was a big advocate of doing IT. Right now, this is really a stopgap. I am still in favor of hiring more of our own team, but while these guys are out doing parade set-up and teardown, were overpaying for contractors, but we might as well implement IT while we have IT. You currently have a $500,000 allotment out. Half is spent. Portion of Ballast Point is done. Maybe not as fast as our own guys, but until ready to hire, IT is a solution we have. Recap, gasparilla was a two-day event. Childrens parade and day parade. Two-day set-up. Two-day teardown and two shifts for crew for each of those. Just as an awareness, were spending this Money One Way or the other. This will be a really good asset for other services as well. Thank you guys. Appreciate you.

Good morning, ms. Bluma. I wasnt able to make IT the other night -- Tarah Bluma. So thrilled to be here to speak to you. I wasnt able to make IT the other night, but I am also very concerned about our debt. We need to take -- we need to be careful about that. I think a lot of the problem comes because you were given information in dribs and drabs without a clear picture of what a final cost is going to be, and you are asked to make incremental decisions and then you feel like there is too big of a sunk cost. And we all took economics. We understand the sunk cost will be there, even when IT hurts, sometimes we have to rip off the band-aid. I would ask that you continue to press for more information before you approve money and before you make financial decisions, because more information can just help you make better decisions. In the agenda today, a few examples, item number 13, buying the meridian barricades for $427,000. I assume these are to replace the heavier barricades. Sounds like a good idea, but how many can we buy with $427,000? What is the return on the investment? Is that going to save our stormwater staff time so that they can spend more time working in actual stormwater? Maybe. Its probably a great idea, but we dont have that information. Item number 17, $49,000 for dance recitals. Sounds like a lot of money. My kids dont go to dance recitals at the straz, but IT sounds cool. IT says weve done that for 17 years. How many recitals are we paying for for $49,000? Is that a discounted rate? How much did we pay for the last 17 years? Finally, number 20, this is a second amendment to the City Of Tampa and economic modeling for light cast data. The first time I read this, IT was $15,000. I kind of breezed over IT. And then I read IT. The second time and started digging into the supporting documents, which were actually there, so I do appreciate that. Good job. But I see were already paying $30,000 a year for the light cast data and have been doing that for a while. This is an additional 15,000 so that we can post IT -- post the data on the website. Im assuming if we are paying for the data, were already putting that data and using IT in the reports that were making. Were just paying more to have IT on our website, but like Tampa Council For Economic Development I think its called already has that data on their website. So, again, you didnt get the full picture unless you really dug into the weeds that this is actually really costing US $45,000, not 15. Not a huge amount of money, ben when you are getting these things, couple thousand here, couple million there, IT does add up.

10:36:45AM Start with your name. There are a couple of things. I guess they are really policy issues that should be set by this Council. Ive spoken with Carroll Ann Bennett regarding this as well. There is no justification for combining RS 50 and RS 60 into one unit. And when you do that, you have distinctively different development patterns for each of those districts. And when you combine them, you are trying to increase density at the expense of a developed and platted neighborhood. IT has huge consequences. And I can assure you that Carroll Ann cant be here today, but she asked me to express to you their vehement opposition to doing that. I think that you will have not only neighborhoods but also businesses and the residents coming forward to object to that. Combining CG and CI is another idea which really should be put aside. You dont want restaurants and small businesses adjacent to metal fabricators and machine shops and things like that. There is a reason why CG and CI are separate, and they have distinctively different functions. So that also should be removed to go back to the original zoning districts. Repair them. If theres something wrong with them, fix them. Dont create new ones that create a whole different series of problems. The reason you get so many pds is because the Council has layered so many restrictions that require City Council approval. If you remove those, then you dont have the pds. But there are things like buffering, street access. The use of parking lots that are all specifically prohibited from the staff from you allowing them to approve. So thats forcing pds throughout the whole district. Like I said, if there are problems with the individual zoning districts, fix them. Dont create new ones. If you want to add mixed use as a new category, fine. Dont care about that. But when you eliminate districts, youre talking about changing all of the zoning maps throughout the entire city. And as Mr. Miranda pointed out, most of IT is infill. You dont have large tracts of land for development. They also inserted in here form based codes, which I dont think Council has ever said they wanted that. But do you really want to try to force things that look like celebration station upon the development community and the homeowners that experience infill development? Adding codes is fine. Consolidating them is not. I appreciate your time.
10:39:38AM Thank you, Mr. Michelini. Bakari. Help me out with the last name. Followed by Alison Hewitt. First, I want to say happy anniversary to the Zeta Phi Beta Sorority, incorporated. Congratulations to Chief Gilligan, firefighter of the quarter and officer of the month. I first want to speak on 22. I understand this resolution is primarily about recovering costs that the city has already incurred. Property owner failed to maintain their lots. Support the citys need to recover the expenses. However, I would encourage the Council to consider whether there are ways to reduce the number of cases to -- that reach the lien stage in The First Place. For an example, maybe programs implemented to allow earlier assistance for elderly homeowners or financially struggling property owners where the city maybe offer a one-time assistance before enforcement costs accumulate. Maybe after the first notice the city offers a volunteer or a contract mowing service at reduced rate if the owner responds quickly. Maybe normal enforcement can proceed. Possibly short payment plan before the liens are recorded. Maybe they can enter into the 60-, 90 day payment agreement. Owners with multiple violations in a year should be maybe required to enroll in quarterly maintenance requirement. Approaches like these help the city recover costs more efficiently while also preventing small property maintenance issues from turning into long-term financial burdens for residents. Secondly, I also want to thank the Council and the men and women of the Tampa Police Department for efforts to keep our community safe. I fully support strong traffic enforcement and the work officers do every day. To that point, number 10, I reviewed the resolution regarding the purchase of four police responder vehicles under the Florida Sheriff's Association cooperative contract including two marked traffic units and two marked dui units for the Tampa Police Department. I do not have any objection to the purchase of the two traffic units. My question, however, relates specifically to the two vehicles designated as dui units. From my understanding, most of the tools used in dui enforcement such as portable breath testers, field sobriety testing equipment, body cameras, and citation systems are portable, can be used in virtually any standard patrol vehicle. The effectiveness of dui enforcement appears to rely primarily on officer training, observation, and time dedicated to enforcement rather than on a specific type of vehicle being used. Because of that, I would appreciate some clarification from the department about what operational advantages these particular dui vehicles provide, what specialized equipment would be installed in these vehicles that distinguishes them from a standard patrol unit. Are these vehicles replacing existing dui vehicles or expanding the current dui enforcement fleet? Finally, would the department be making any meaningful operational compromise of a less expensive vehicle platform use instead. My goal in asking the questions is to simply better understand how this investment improves dui enforcement and whether the vehicle configuration provides capabilities that a standard patrol vehicle could not.
10:42:58AM Thank you very much. Thank you for the input. Alison Hewitt followed by Valerie. Alison Hewitt, East Tampa resident. Thank you for pulling item number 65. IT is exceptionally concerning. In 2021, when We proposed a predevelopment and passed predevelopment, the purpose was to help property owners develop their land to be able to help them with the predevelopment cost to make them be able to be competitive in this development process. What enough front of you is after five years, We have not started predevelopment yet. And after five years, They have proposed to you five consulting contracts that have limited to no experience in developing small to medium-sized developments. One of the main purposes also is to make sure that They had a developer consultant to make sure They did the feasibility and market analysis. Dont spend the money unless We know We have a project that can be fundable. There is no one here to be able to work with the property owner to say this is the feasibility of this project. So We would be spending money on architectural pretty pictures and designs but no ability to say how you can fund IT. Again, to be good stewards of the tax dollars, you would be giving a grant that could not be funded because the project -- how this RFP goes out, IT went out and IT was due in March 6 of 2024. Here We are again in 2026. I know They took the service agreements out. But this is another reason why, after five years, youre getting something that you cannot use to be able to have systematic actual economic development for the small property owners. If you have the ones that does have affordable housing bdg, They have a hundred units plus. They dont have the areas that We have where We need to put SIX units or 20 units or ten units. They dont have the experience. If you have a family or a property owner say how can you help me and They can build a pretty picture, but theres no feasibility, theres no marketing, no developer consultant how to do a capital stack to fund IT. None of the projects expect to have hundred percent CRA financing. How do you make sure you bring the financing to the project for true development for our community? But here again, five years later, They are providing you with information for People who cannot help East Tampa develop their projects. Develop their land. Thats why I ask you to look at the service agreement because They are not even being held accountable for bringing you information five years later that cannot be used to be able to help them. So you would be putting the money into the projects that They have no feasibility, no marketing. We brought IT to you in the beginning based on Florida housing finance to help small developers really develop, make sure the projects are fiscally financeable. And what you have here does not provide that. Please strengthen your service agreement and please on Friday, We dont need this list. We need to be able to have predevelopment grants and People come to you with their project partners to be able to develop. Thank you.
10:46:12AM Valerie, I have friends that I want to buy that shirt for. Hill, thats where im from. Ill talk about number 22. Theres got to be a way for The City to work with the Homeowners instead of placing liens on their property, by trying to clean up the property and then the Homeowner got to pay them. And I want to say this, when IT come to slum and blight, The City is one of the biggest contributors. All of those lots they bought, the infill lawsuits, if you pass by some of them, they are not up to code. And they look like somebody havent mowed in like SIX years. The grass All The Way up to your neck, and then they do do IT probably once a year. If The City isnt abiding by their own rules, how can they try to push and make the Homeowners abide by the rules. Theres got to be a way that The City can work with the Homeowner. Some Kind Of Way. Just dont take the people house, put a lien on IT. I really want to talk about 39 because im confused. The City Of Tampa, they block the box to make Returning Citizens easier to get a job. Well, right here, they say they are doing a background check and give the people $75,000 for the background check. So did we block the box or did we just doing what we want to do? If you block the box, you are saying, okay, you dont have to put down you are a convicted felon or being arrested or nothing, and we still hire you. I have no problem, after the person getting hired, then you want to do a background check so you can see what was going on. I have no problem with that. But if you are going to block the box and still do a background check on me before looking at my credentials before I get hired, that doesnt make any sense. I also want to talk about East Tampa and Abbye and the guy who came up here and did the presentation. When IT comes to The City Of Tampa, IT cant be one playbook we are using for all neighborhoods. The needs for South Tampa is different from East Tampa. The needs for West Tampa is different from Hyde Park. And we have to understand that every neighborhood is unique and we need to abide by that. Because what I was hearing when he was talking, oh, were going to have subdivision in East Tampa. Youll have cdd and HOA fees. Its got to be uniform just like in riverview. The house got to look like this. Got to be painted that color. Thats not what we want and we dont want another burden. We are already paying high insurance, high taxes, and a high mortgage. Now you want to make US try to pay this. I remember when Ybor City, they started with theirs. Oh, youve got to have certain windows, certain doors. If house catch on fire, you got to build IT like this. Thats good if I have $180,000 in the bank. But if my house was the only asset I had and I was trying to keep IT, thats a bad idea.

I congratulate all of you on choosing wisely your appointments for the crc. Citro, c-i-t-r-o. This is an advisory committee that yourselves have hand picked. Two of you know that, that was on a past charter review committee. To send memorandums to advise this advisory committee that you are not going to hear anything on certain sections is a disservice to the people that you have chosen. Please allow this charter review to do their work. Ive been to several neighborhood committees that have been concerned about the proposed baseball stadium. Now, these people are concerned mostly about traffic. We have heard a Governor that says he wants this baseball stadium. We have heard at least two county commissioners say they want IT. And we have heard a Councilperson who has consistently said its a done deal. Three of you are members of the Tpo. Transportation Planning Organization. I myself am a member of the CAC for that committee. Now is the time to open discussions on transportation around that area. If you wait until the stadium is completed, IT will be too late. I asked you, the CAC asked you to please start discussions about transportation around this stadium now. I will see the three members that are on the Tpo Wednesday and ask for the same requests. Today im not going to be sharing tampas Black history but ill be saying more of a thank you to City Council, to all the people that have been supportive of me for the past -- especially last month. Last month was very busy. But at least I was able to go out and share a lot of tampas history last month. And thats the main goal. Im going to start here. In 2020, as some of you know, im a photographer. I was out there shooting the protest. I eventually created Black Tampa historians where I would go and record Black elders in the community. I created a tribute card game. Emancipation day celebration. Fred Hearns, before I joined the History Center. I met Ms. Royster, the one that basically highlighted Madam Fortune Taylor, got the bridge. Started again, the conversation had started already but she definitely energized that conversation again. Ursula Odom. She pointed me to her. Very successful bus tour this weekend. Pointed me to Fred Hearns who brought me into the History Center who pointed me to Rodney Kite Powell who taught me a lot about digging into the archives and learning about maps. I want to take this time to say thank you. I dont want you to think I do this all myself and do all the highlights. I know you only get so many lines and so many minutes, cant include all this information. I want to say thank you to the people that I have been working with and learning from over the past few years. Returning the spotlight to these people that have put me on their platforms and I really appreciate them as well. Nina is in the room right now. I love living there. Im willing to enjoy all the amenities, all the good things and im willing to put up with some of the negatives. However, there is one negative that my neighbors dont want to put up with anymore and we would like you to do something about IT. That is construction noise starts some mornings at 5 am. We are asking you to think about the city codes and ordinances and fix them, amend them, do whatever we need to do to make sure we dont have construction on large or small projects that start at 5 am. The start of the project isnt always necessarily banging. Sometimes its just the backing up noises of the trucks making deliveries. So ive got a petition circulating in my neighborhood. ID like to read you a part of the petition. I e-mailed each of you a copy, or a link to the petition this morning. So if you have staff members that want to check that out, you can find IT through that link. Part of the petition says, tampas downtown river arts district and channelside district are unique areas that blend residential and business interests. These neighborhoods rely heavily on the citys commitment to maintaining a harmonious living environment. IT is the City Of Tampa's responsibility to create and maintain conditions that are in the best interest of all Residents and business people. Failing this could lead to declining health and well-being for our community. Its proven scientific -- there is proven scientific evidence that sleep disturbance creates health problems. So thats what I mean when I talk about health and safety issues. City Council and Code Enforcement need to take action by addressing our concerns. Look at the noise ordinance, and look at the changes that are going to be proposed in the near future, I hope, to help safeguard the rights of Residents and to help them enjoy their homes without the constant disruption of early morning construction. Other metropolitan areas have adopted similar policies and found balanced solutions, offering businesses ample working hours while respecting Residents' peaceful nights. Tampa should follow suit. My request is that you follow through whenever there is an opportunity to look at the noise ordinances and the codes and make sure that they are in step with today, not 15 years ago when some of them were created. But I pulled up and IT is 847.012. Subsection 1 says knowingly means having the general knowledge of reason to know or a belief or grounds for a belief warrants further inspection or inquiry of both. Then you go down to subsection 3, a person May not knowingly sell, rent, loan for monetary consideration to a minor, subsection 3a says -- let me get IT right now -- any picture, photograph, drawing, sculpture, motion picture film, video cassette tape, on and on, in which She mentioned, right, but She forgot this piece. This is just one of the two Florida statutes that we have presented initially. So I appreciate the Attorney. Im not an Attorney, but I appreciate the Attorney looking into IT. But I just didnt think She went far enough to delve into these Florida statutes which can really put a bigger scope on these sex stores. Not only that, if we get one of these stores or two of the stores, IT would be good for the city and county at large because its happening all over. Its not just for East Tampa, Sulphur Springs. Its for the community at-large. All our kids are being harmed by this act right here and thank you.

I would also like to thank all of the Council members for having involvement in trying to get a handle on the situation concerning the sex toys. Councilman Miranda, we say thank you by the Code Enforcement. That is a good step in the right direction. Two days ago, there was arrest of 89 people that was trying to solicit sex from children. Whats very disturbing, one of those people was an employee at Hillsborough High School. That should be concerning to all of US. Now, when we get to the statute, as we see that evidently the councilperson did not go in-depth or far enough, but I highlighted something here that I think is very most interesting, with 847.011. The items are deemed obscene -- lets start at the top. While selling general adult novelty is not automatically a felon, a convenience store risks violating Florida statute 847.011 If the items are deemed obscene by the Community Standards. Many retailers avoid the risk by not carrying such items or by ensuring they are not in view of minors. So the community has come out and spoken loud and clear that these things, when youre seeing a sex toy that has the anatomy of a man and you can see everything, that is obscene. So all this about our first amendment right, this has nothing to do with freedom of speech. They are not making a speech. They are selling -- they are selling these products, where some of the stores have done just this, taken them out of view, taken them off the shelf, there are others. So we need to be cohesive in what laws that we can put to ensure that this is not done anywhere. Under that same statute its stated that each city, county, need to enforce an ordinance so that IT would be uniform to stop the practice of whats going on. Our children are vulnerable. They are innocent, and now these type of things make IT even more easier for Sex Offenders to manipulate our children, when our kids going to buy a piece of candy they think its all right because IT is in the convenience store. Were asking the Council to push further. Make sure you do your due diligence so that the City Of Tampa can be that next great city that ive always heard about, and we need to protect our youth. They are being preyed on by all facets of people and all walks of life. Once again to the Council, we say thank you for all that you are doing, but we need to do more.

Im here to tell you this morning, we should be concerned about all people. White, Black, yellow, whatever color they want to be. And be concerned about them. But we dont care. We dont care. At the last hearing, a Young Lady asked me why I always shout out the university of Thomas Jefferson high school. Ill get to that a little bit later on. After I address what I wanted to address last week when I was still -- was told you would push IT back to October. So I wanted to address whats going into this new code of ethics regarding whether or not and if IT will have something whether or not Tampa Police officers can covertly exchange e-mails with sitting judges during police investigations of so-called suspects. I asked because thats what happened to me in 2017 when this citys Police Department and the head of mayors security and several others, including that sitting judge colluded to falsely accuse me of perjury. Now interestingly enough, a couple of you I heard are running for mayor. What I wanted to know is if you become that mayor or just continue to turn a blind eye to what goes on or demand an internal investigation of allegations. We now know apply to several people from the City Of Tampa. Ill get back to the question the Young Lady asked me. I had great people come across my path throughout my life. Despite my personally flaws, great people along the path in my journey, my parents, today my birthday, that includes Mr. Howard, Mr. Bernie, mr. -- Ms. Robinson, Ms. Faulk and Ms. Sullivan and many of the others actually was in Mississippi. Of course, had other outstanding teachers and professors as well and too many of them to mention, Although Dr. Williams who bled over so many of -- holds a Special Place in my heart because she made me a more intense writer. I have to give a great shout-out to Coach Mack, Coach Barnes, Coach Dawson, Coach Hub, and Coach Neagle who made me a wide receiver, By The Way, and the winningest Black coach in Hillsborough County history, Nelson. The one thing I learned at the university was how to compete. How not to give up and if you get knocked down, how to get back up and keep fighting. To the Young Lady who asked that question, there is your answer. Ive been all over the world and had the opportunity to see a lot of things either through my parents' service commitment or through my own. But its because of the university that I was able to complete this on time. Anybody can look that up. Its also not my fault that either you nor your parents made sure that you got to attend the greatest institution of higher learning in the City Of Tampa, the university of Thomas Jefferson high school.

I was not able to address my opposition of this application to vacate this alley as I was -- I misunderstood and believed the vacating of the alley was also withdrawn. There is not a need to vacate this alley at this time, as there is no proposed site plan. But there is a need for the alley to be accessible for properties that now use this alley for recycle, waste, and dumpster pickup. Dumpster pickup requires a larger area. 60 feet of unobstructed length, 20 feet in width, and 23 feet of vertical clearance. This ensures the collection truck safely maneuvers for pickup container. Number two, parking for these properties on 614 and 611 swann and bay requires access through this alley for their parking. You can see here, there is the parking, there is the parking, there is the garbage. TECO and Spectrum currently use this alley and only agree to the vacating if another easement can be provided, which is not available at this time. I dont know the specifics of the agreement between the applicant and the properties, but IT seems inappropriate to vacate this alley at this time without a proposed plan in front of City Council. Again, I just want to show you, there IT is. There is another one over here. Building, alley here. Parking over here, parking over here. Trash and all recycle pickup here and Another Dumpster Way in the back. I just wanted you all to know that IT is necessary. Thank you very much.
11:17:45AM Next speaker, please. Bobbie O'brien. I live On Bay Street. I was here when IT was first passed by Council. Im here just to remind you and give you a little bit of history of that alley. This is the 1915 Sanborn map. IT shows the complete alley. IT also shows this segment here as part of an alley. Then we move to the 31 map. Here IT shows IT was cut out for miniature golf course. Believe IT or not, IT would be great if they put one back. But you still have that side alley and then the alley here. And finally, this is the Sanborn map of 1951, just to show you its part of the fabric of Hyde Park. And what im concerned about, even though I know its second reading and you all usually dont change your votes, but I wanted to just remind you of what some of the things you might end up with. We ended up with the Bank Of Tampa because there was no one regulating when IT got built in a way. This is where their dumpsters are now, right next to the sidewalk access. And they are usually full. This is an easy one. This also shows the City Crews having to Repair Magnolia Street. Two of the four streets that bound this area are brick streets, bay and magnolia. I suggest that you maybe reconsider first off maintaining the historic character of Hyde Park which means alleys. Thats where the access is not only for utilities, but for garbage. Closure of this, even though there is an easement now, future closure of this means garbage trucks on the brick streets, meaning were going to have more repairs needed. Secondly, the alley access is essential for protecting those brick streets. IT is part of the citys own codes in the historic to protect your brick streets. Protecting IT means using the alley where they have the access for garbage trucks, for parking accessibility as well. I understand that the property owners are going to want a huge block, not broken up by alley. Im just suggesting IT is part of a historic district. Please consider or reconsider. And thank you for granting the easements when you first did have the vote. And thank you very much. Its been interesting watching today.

11:32:36AM Administrative update. After that, well hear the financial resolution. Kelly Austin, director of human resources here on behalf of chief of staff who is under the weather today. Thank you for giving me this opportunity to speak with you. As Council is aware, we were negotiating with the Iff on a collective bargaining agreement and those negotiations concluded on February 2nd. After that process, the Iff has to go out solicit and educate their members and then they take IT out for a vote. They are in the process of voting right now. Their last voting is tomorrow, and will conclude at 3:30. In speaking with President Stocco yesterday, they were very confident. They had a good turnout. They do believe IT will be a favorable result. So anticipating that, we are asking Council if IT would be okay to add that onto the March 12 evening meeting agenda to present that for councils approval for ratification. And the reason that wed like to bring IT forward on the 12th, as you know, Council has spring break, and some of the components of the collective bargaining agreement go into effect April 1st. This would give US time to build any components we need to in the system, make sure IT works appropriately, get the pay rates loaded and all of those things so that IT is seamless and IT does go into effect April 1st for those bargaining unit members. The only process thing I would ask Council would be okay with is I believe the agenda information has to usually go in Friday by noon. I wouldnt feel comfortable submitting IT until that vote is actually closed and President Stocco calls me and says that theyve got an agreement. If IT would be okay, Attorney Johns has said she would work with the City Clerk's Office first thing Monday morning. I already have the collective bargaining agreement pretty much ready to send to Council and we also have an executive summary. First thing Monday morning we would be prepared to send that to you, but we wouldnt be able to do IT Friday.

Thank you so much for the opportunity, Chair, and Council, to speak about the Social Action And Arts Fund, also known as Saaf. A quick update on whats Taken Place so far in advance of the financial resolution that youll also hear shortly. Over the past few years, weve had several very dedicated employees who have worked very meticulously on top of their regular duties to disburse and manage millions of dollars to our local nonprofits. Recently, we centralized the Saaf program under the community engagement and partnerships portfolio so that we can increase our efficiencies and be able to not only assist our internal colleagues but to make sure those agencies that were supporting are getting the level of service that they deserve as well. So in addition to centralizing the Saaf program in community engagement and partnerships, we also have a dedicated program coordinator, Andrew Elman, a familiar face to all of you who youll hear from shortly as well. With this centralization also comes added quality assurance. So now with that program coordinator and having just one point of contact for all the organizations, well be able to come back to Council as a body to share in good faith how these invested dollars are being put to use and making sure they are being used to leverage and improve the quality assurance for the people in the communities that we serve. So were very excited about this opportunity to work with these nonprofits. Many of them, we already work alongside them, and just, again, being able to come back to Council and to the public with a report card, so to speak, of how the dollars are being invested and put to work for the people in the communities that we serve. IT is something we are definitely looking forward to as well. I would also like to bring up my team member, Andrew Elman, who is going to share with you the next steps pending the approval of the financial resolution. Thank you. Partnerships. There will be a resolution coming in front of you guys later today. That will finalize the list of all of the organizations under Saaf for fiscal year 2026. That will include 58 organizations totaling $1.5 Million broken into three tiers. Tier one is $10,000 and under. Which is a one-time payment. We were always looking at, okay, where is the gap and how can We fill that in? We always, always have our backup and plan b because We know that funding is not always guaranteed. And -- so im just happy that We are funding our Nonprofits. I know all these on the list provide a lot of services in our city and our community with our youth, whether IT is with our seniors, so many different things. Just for you to see kind of the outline of what we believe would be an effective ordinance that would provide or create a Veterans Affairs Committee, which would be primarily responsible for ceremonial activities. But also be able to coordinate with the other veteran organizations in the community and bring more awareness to veterans for the city. This is kind of a good time for US to talk and figure out what language -- how you think IT should be structured.

But to have a board that is appointed by Council that does this, I think is great, so that we can kind of take the lead in doing these either in the courtyard or wherever IT might be. I know in September we will be having the Lieutenant Baldomero Lopez statue coming to water with, very excited about that. Maybe get the committee up and running by then. I know a lot of good people who would want to be a part of IT. I support this, and this is wonderful. So thank you.

Item number 62 is file number fdn-25-156-c to consider a recommended order with a petition for review for fdn-25-156 for the property 4312 West Laurel Street. A Hearing Officer conducted a review hearing on December 5, 2025, pursuant to City Of Tampa code section 27-61, subsections j-c. That Hearing Officer filed a recommended order granting a petition and approving a legal nonconforming use of the property located at 4312 West Laurel Street. I have provided a copy of the recommended order previously, and you also have a copy before you for this hearing in order to take your next action. And now pursuant to code section 27-61, we are at the phase where City Council should take action regarding the recommended order. Code section 27-61, subjection J-1-E-III gives the provisions and actions that City Council can take regarding the recommended order. City Council can adopt the recommended order as final, reject the recommended order or to modify the recommended order. 27-61 goes on to state that the City Council May not reject or modify any findings of fact reached by the Hearing Officer and gives some exceptions. If City Council determines that a finding of fact is not based on competent, substantial evidence contained in the record or that a finding of fact does not comply with the essential requirements of law, City Council May remand the matter back to the Hearing Officer. And lastly, code section 27-61 goes on to say if City Council rejects or modifies a conclusion of law, IT must state with particularity in the final order the reasons. IT must make a finding that is -- that its substitution of a conclusion of law is as or more reasonable than that which was rejected or modified. Regarding this matter, as I previously stated, the de novo hearing Already Took Place. This is only before you to consider the recommended order, which you have in your possession. The City Of Tampa did not file a request for oral arguments or exceptions regarding this matter. So I will turn IT over to Mr. Shelby if you have any questions but you have the recommended order before you. And I previously provided the record regarding this matter.

What You have before You is something that no exceptions have opinion field to the order and no request for an oral argument before City Council. So that being the case, City Council can open IT up on their own, and I certainly would not have a recommendation because there is nothing upon which to base the recommendation on. So I am not going to pass judgment on that. But if You have any further questions, I will be happy to answer them.

01:59:50PM Yes. We got an e-mail at 10:30 last night about this. Because I asked during my prep meeting -- well, I highlighted IT. Thats why I am sending -- whoops, sorry. Yeah. So I highlighted what was sent to US last night, and Miss Sharp has a copy to put up on the Wolf for the public to see. I went back and looked at the CIP that We approved in September, and very clearly IT showed IT was a $12 million project, in September. Now all of a sudden, IT has risen a third of price. And in addition -- so I dont know why IT has been raised a third, but more importantly, how We are going to get that money is to bond another $7 million. So I am -- I am uncomfortable with this. I am not voting for IT because $18 million for -- I mean, did the scope change on this? You are muted again. And then -- yeah. Its up on the screen.

02:01:00PM Can you hear me now? Im not sure what is going on, and I so apologize. A couple of things I wanted to mention. You mentioned September. Please keep in mind that IT was an estimate until We received a guaranteed maximum price. When We entered into this process, which was actually in July of 2022, which is when the RFQ is designed and advertised a range of $14 million to $17 million. That was an estimate. Fast forward to where We are today and a lot has happened. Tariffs has impacted the Construction Industry greatly. Right now, I can tell you steel is up 50%. Aluminium is up 50%. Copper is up 40%. And so are other materials. In addition, Immigration Reform has impacted US greatly. In Florida, IT has affected the construction prices 38% of immigrants make up Construction Industry in Florida. Nationwide, that number is only 24%. That has impacted our industry. And then lets talk about the hurricanes that occurred in 2024. Materials became scarce for a lot things and drove the cost up greatly, as has insurance. So all of those things fast forward to when We received the guaranteed maximum price from our design build team in December. This is when We got this number of the $16 million -- or the $16.3 Million. I will tell you when We were working with them and We received what the number looked like, We value engineered this project greatly. We went from a two-story building that was going to house -- the second story was going to house training because We needed a place for heavy equipment, training to occur. And that has gone away. A one-story building, and We are moving the module -- HR is training out of 34th street there. We were initially looking at 20 ways to service our heavy equipment because We are servicing water. We are servicing Mobility. Er is servicing contract admin out of that site. And also services other general fund equipment. Because they cant come to Hannah. Another 180 pieces of equipment. We have reduced that from 20 days to 10 days. Sharing office space with Mobility. So at no point were We just trying to pass on costs. We have value engineered. And achieved savings in many areas just trying to keep the cost realistic, but does not exempt what is going on in the world, and this is truly where We are today.

So im actually going to ask that you meet with each of US individually to brief US on this project and bring IT back to US. This is just -- I dont -- I am not -- I am not okay with approving this right now. I am also going to ask the Finance Group to find out what we can do to not bond this, because I am not going to bond $7 million more dollars -- I mean, for me. I am speaking for me. I really believe we need to stick within the budget we had. I am sorry IT took so long to get to this point, but, I mean, the scope of work obviously has been reduced. So then I am also concerned of growing into IT. So personally, I would like to continue this until we have the ability to talk to each Council Member separately for a briefing. How is April 16 for everybody?

02:04:57PM Can I just say one more thing? When the guaranteed maximum price was received, that was in December of 2025 that price is good for 60 days. When we look at the holidays, and we look -- we were able to get on the calendar. This is where we are right now. And we are already outside of the time. We did speak with Jp Morgan, and they were willing to hold with that price, and they told US that copper has increased. Just from last week, fuel prices have gone up $.27 A gallon. The number will continue to go up. Scope has not changed, I can tell you that. We have value engineered and happens on all projects just to keep IT -- just to keep the cost down. But the scope was to house fleet and to work on fleet. Scope was for mobility storage. Scope was for HR training, and that all has not changed. I am happy to talk to you later, but I want to go on the record and let everybody understand we are not looking at $16.3 Million, IT will be more.

You bond for 30 years, stays at interest rate at the same rate. You do this and that, and money will be stay at the same interest rate for 30 years. Maybe or maybe not. What does IT cost You if You dont have the money and bond IT. Same product 30 years from now could cost You more what You will lose and make in bonding. Prices are going to go up. A gallon of milk when I was a kid was a quarter. Now $4 or $5 depending on where You go. Is the salary the same, no. 30 years from now when You buy something, pay for IT at the end of 30 years, You dont say its an inflationary aid, like what we are talking about on this item. This pen -- felt pen or whatever You want to call IT in 30 years will cost more than double than what IT costs today. If You dont believe me, look at the market price of everything. IT is what IT is. I am not for bonding or against bonding. But I look at IT, when I borrow money, I will pay IT off, and my product will worth double of what I pay for. That is what I do.

And then the building that the team is currently servicing our heavy equipment out of right now was built in 1977. And I am not sure if any of you have been there, IT needs significant work for them to continue operating out of that. IT is very outdated. So that will be a cost as well.

Maybe is some of our larger scale project or is little bit more transparency with Administration when they see that there is a possibility that something is going to go up due to -- you know, something that is happening international so we know and that we can be a little more, you know, fiscally responsible. Because, I mean, I, myself, I dont like to have any debt either. I know that is definitely at the topic of conversation. And I also understand with Miss Colina what the projects are. I see both sides, but I would like to see US maybe just in the future if we see there is going to be price escalations because of what is happening to just kind of let US know so we can kind of stay informed as well. 02:21:53PM Thank you, guys. I appreciate you. Good morning or good afternoon. Assistant Chief Ruth Cate of the Tampa Police Department. And Richard Mutterback from CAD. And John from Wilder Architects to update you on this project. Last time, We were here in Council, We reported We were in the permitting phase, and that We were finishing up and ready to go to bid with this project. Since then We have put IT out to bid, and We have three contractors that have bid -- there We go. -- that have bid on this project so We have Kokolakis to take this contract on our behalf. And We hope that Council will agree with US and award the contract to them. So, as you May know, this started out as design-build and went out. We have actually two funding points for this, two pockets of money. We are so excited that has come back with considerably lower than what We expected IT to be, and We are ready to go to work on this project. So you want to give some of costs? Okay. So what are the costs? I think that is what everybody is most concerned about. So back in 2016, this -- there was a bank note that came to US and about a $2.6 Million that came from Solid Waste. I know We are seeing a lot of the work come from the project that is on 34th street involving the wastewater energy with Solid Waste. Tampa Police Department was displaced because of that. That is why We have this project. We were -- We have property purchase for US 5005 north howard. Between the purchase of the property and the design, We have spent approximately $7 million thus far. We are asking for the completion of project to be done. We will only need about $29 million more, which is considerably left. And Kokolakis came down at $21 million. What We need for committed things like furniture, and the tmi infrastructure will account for remaining $7 million, and that brings US up to $29 million. Plus the 3% contingency that We need in case of any unforeseen costs. Thats where We are at with this project.

02:26:34PM Okay. What about the rent that we are speaking to, I believe, IT is crocketts? $10000 a month. What happens now that IT is not an impound lot and the changes that come in? Times. We will still need to occasionally impound cars. Any bills associated with this will have to be played to crocketts, but we will not occupy the property with people here. Our employees will all come over to the new location, and through attrition, we will probably not need as many employees. I know we wont, but so we will be able to have less employees.
02:27:16PM Original idea of an impound lot will not be there. On a smaller scale, you can do IT but not the impound lot. I can give you an example. Our crime worked some prostitution stings. We can impound those cars. $500 of the city ordinance is what We collect. We can now -- what they have done is they come pay US. The lien We have on the car, its $500. They play crocketts. We are not housing those cars. We dont have to do that anymore and saves a lot of space.
02:27:56PM Since you are saving a lot of space, I know trees would be removed. Are those trees going to be preserved? Is IT too early to ask? Actually, there are two parcels of land. Original impound lot was about four acres. Overall, the two parcels are eight acres. Northern part is almost four acres. We do not take out those trees. There are some trees. We had an Arborist come out for our parking lot and the pond. There will be some trees removed, but the majority of the trees will stay.
02:28:30PM Okay. Last question regarding stormwater. Will -- are you -- The Way IT will be built, does that -- does the stormwater investments that We are making is that enough to handle what We need for -- you are talking eight acres. I mean, is IT going to be sufficient? That stormwater pond goes All The Way north into the other part of the land. And if We do that at a later date, and decide We want to develop that, IT will accommodate that.

02:29:16PM So how will the 30 paved large parking spots be used? We will use those for our large vehicles like our -- our command post and some of the larger vehicles that We have, our van. We also will use them for any high-valued vehicles that We have to store there are used -- for evidentiary purposes. Those spaces are very large. A normal parking space is about nine feet wide, and that is what they are supposed to be. But in reality, We can squeeze a lot into those. Because whatever We put there will not have to be moved for evidence reasons, but IT wont be for -- for the impounding of, like, its prostitution cars or the -- or the cars that We take for parking division because they were booted and owe US so as much money. That is the majority of the cars We have, but once State Attorney says there is no more value in holding this car as evidence, and We will move that over to a private vendor.
02:30:21PM How will the new enclosed garage space be utilized outside of the two vehicle evidence bays? Two will have lifts. Those are to process the cars. And then we dont have any lifts right now. We formally had lifts on 34th street, but a lift to bring the car up for processing of the evidence and looking to see where they have concealed IT, anything that is inside of there. Examine the car. Additionally, garage space is used right now in our Police garage that has a lot of room for our forensic vans. A lot of sensitive equipment in there that cant be exposed to light. And then when the Forensic Technicians return, and we dont want them carrying the evidence into the rain. IT will be under cover like they are now with headquarters.
02:31:15PM Okay. Going on what Council Member Maniscalco asked, an impound lot will no longer be on this site. How much space is available to build on that space that was dedicated -- that was originally dedicated to the impound lot? If you want to build something else in the future, how much more land is available for that? The trees.
02:31:42PM You said some of that is for stormwater, but how much is left, trees or no trees. Do an exact measurement for You, but the whole parcel up there is four acres. Maybe -- I dont think that stormwater possible on the north part takes up more than half the acre.

If We are putting all our money to be paying into this, We shouldnt have to be paying any impound fees any more. IT is $10,000 because We are holding the cars.

And Fama along with an Alliance Of Partners develop Community services dedicating to transforming their neighborhood through collaboration and Door-To-Door services. Arizona Nursing Students go out into the Community and go door to door talking with communities to see what kind of needs they have. This is how they actually get their field experience while in school. And we also -- they have -- the new education building, which they are using for mentoring services and grant park and expanding out to highland pines. They have unhoused population and teenagers that are also helping -- we were in tour. They were actually helping to keep the neighborhood clean. And IT was really amazing to see. You have seen the transformation in the neighborhood, but how the Community is working together to transform their neighborhood is really remarkable. So I was very happy to see that. And telling Pastor Johnson. I said I would love to be able to replicate this throughout our district ten, 20 times and how the Community works together. I was happy to see that. I did a tour with Carl Johnson, the owner of the Florida School Of Woodwork. The Yellow Brick Road, went to the rialto and hot tub business, robinsons. IT was neat to see that as well. Another awesome example of Community and everyone kind of working together to build up that corridor. So IT was very nice. I also went to the historic belmont heights neighborhood meeting where I shared the success of grant park. I said I would love to be able to replicate this. And the Community members that were there, they were on board as well. So IT was very nice. And I also wanted to just let Community know that I have already kind of been in conversation with Code Enforcement and other departments to address the issues that came up about the corner stores. But also just with cleaning up in the Community. IT has come to me multiple, multiple times. The Community just wants to clean up their neighborhoods. So we have been work on that. Our office has been working on that. And I heard earlier assistance with our elderly before we get to a point where we have to intervene and put liens on the homes and what we can do to prevent that. Some of things we are talking about. And three motions that I want to make. So we know that the -- that the Planning Commission has finished the Sulphur Springs neighborhood action plan. And so I want to move to make a motion for staff to give a final report on the Sulphur Springs neighborhood action plan at the May 7 City Council meeting.

And basically, Kelly and I were told yesterday in a meeting with the Mayor that we are no longer going to tolerate US interrupting their work. And so Sal Ruggiero told Kelly we will not be able to do any ride-alongs and visits during, quotes, unquote, campaign season. And so -- this is just fundamentally wrong. IT is the proper duty of a represenit body to look diligently into every affair of government and to talk much about what IT sees. Because unless elected officials havent used every means of acquainting themselves of the acts and disposition of the administrative agents of the government, the county or the country must be hopeful of how IT is being served. The decision by this administration to block our access City Government is anti-democratic, and I believe personally targeting me as someone who has taken these responsibilities seriously. Every ride-along has been met with appreciation of city workers who spends time and improve the system of which they work. This policy was not Put Into Place during last election cycle and clear IT is arbitrary and capricious. Intended to harm me but all of Council and all of the residents of the City Of Tampa? Thoughts?

03:07:21PM I have been on many ride-alongs. Not recently. We caught a robber in a second floor of a grocery store. I have been with High-Ranking Police Official, and he showed me what the undercover guys were doing. I have rode along -- when Greco was mayor ask the Chairman midnight, 2:00 you are required to go. Both of US will show up wherever IT was. A killing, fire, or whatever IT was, we would show up. And that is what Government is all about. I dont understand IT and not my writing.

03:08:02PM IT has been a while since I have done ride alongs with TPD and Tampa Fire. Sadly on each one. One was a pedestrian fatality on hillsborough. The Officer I was with had An Unbelievable Drive From The Causeway. Paramedics were working on the Gentleman. The man passed away. Last time with Tampa Fire Department ride along Off Florida Avenue and went into a residence. And a Young Man came home and found his mother deceased on the 03:08:35pm couch. She had been sick, and IT sticks with you. Traumatizing. The poor Young Man. You walk in. The person is there. Gave me greater appreciation of what police and fire go through. Because this is what they see day in and day out. Drug overdoses, administering narcan. All sorts of stuff. Few times that I have done IT. During a ride-along. Specific to ride-along or site visits? Are you allowed to go to a fire station and --

03:09:10PM I am taking IT as a no. I wanted to go along with Code Enforcement because we are hearing -- my office has been hearing tons of complaints of Code Enforcement. I did a ride along with code compliance with the building department. So I had done that first. I sat through Code Enforcement hearings at hannah city center and was going to do its Code Enforcement ride-along. Unfortunately now they really want to prevent City Council from doing city business. IT is really funny because I never talk about these. I dont politicize them at all. Now they want to make this political.

03:10:39PM I dont know. That is kind of the point. This is not the issue. We as a body have to determine. I have been up in a helicopter. People keep asking what is going on. I did that and was able to talk to people about IT. I saw how our money was being spent. Now when I fund that, I dont have to ask questions about that. I know where all the money is going.

03:11:10PM I will just say this. I talked about my ride-alongs, being new on council, IT has been awesome. I still have some coming up. So hopefully, we dont get any calls or e-mails, but, you know, I think -- IT has been -- I think IT is extremely helpful because you get to see the inner workings. When I went to -- we did this -- fire station number 18. When we got there, they were actually on a call, and we were able to go inside and see -- their station was built in 1950s. Had the average tile in there and went to the back to see. And Darlene was looking -- what can we to do help this fire station. We would not know that if we didnt go here. I have done my ride-along with Code Enforcement. I am have to schedule a part two, because my district is huge. A lot of area to cover. When we were out there, we got to see the people that were working. Take US into the areas. The issue with this, because -- you really get to see what people are dealing with whether IT be community members and the actual staff of how they are dealing. You arent able to know that unless you are there and able to see and experience IT with your own eyes. So my -- I am hoping that, you know, this is something that, you know what, we are not going to do that. Because -- because -- I mean -- I am speaking for me, but I think I can speak for all of US that IT helps US to see, again, where the money is going. People are saying like you are spending money on this and that. I can speak and say this is why we are doing this. I seen IT with my own eyes. This is The Only Way we can do our jobs. So I have some things coming up. I dont -- should not be receiving any e-mails or calls about that I cant do anything, because you dont -- I am very nice person. But I dont want to -- I dont want to have to be unkind. Some, please.

03:13:24PM I mean the fundamental issue isnt -- number one, we are a year from a campaign. So I dont think IT is campaign season, number one. And unless this -- and I know this isnt the case. If somebody -- I am not going to say Councilwoman Hurtak. She wouldnt do that. If somebody goes to a city employee and films a political video or what have you, thats obviously improper. No evidence that is being done. This no allegation that is being done whatsoever. And, again, we are a year away from -- you know, I filed for statehouse in April of last year. And I probably visited God knows how many fire and police stations since then. So as long as its not interfering with the function of that public servant, I see no challenge with IT. I dont. And everybody is up for election or reelection In One Way or another. And doesnt preclude US from going on ride-alongs. We have to treat whoever the person is and whoever the candidates May be, Mayor Buckhorn in 2013, Mayor Castor for 2023 for reelection. Any of US the principles that applies opposed to the original ever person. >>Alan Clendenin: I would like to make a motion that Tampa Council unanimously request that the administration rescind their position on open access to members of Tampa City Council to the facility -- City Of Tampa facilities including ride alongs. I was able to do all the visits I wanted to during my last reelection. So interesting. But I am fascinated that you are allowed to keep yours, because you already filed for office too.
